The U.S. House of Representatives has failed to approve a bill to restrict the District of Columbia’s unfettered abortion policy. The bill, which would prohibit abortions in the District of Columbia at 20 weeks or more after fertilization, came to the floor for a vote under “suspension of the rules,” which mandates a super-majority for approval.
