The Jacksonville, Fla., city council Wednesday (Aug. 15) narrowly rejected altering its human rights ordinance to add sexual orientation to the list of those protected from discrimination in housing, employment and public accommodation. Jacksonville, the largest city in Florida and the 11th largest city in the nation, joins Houston, Phoenix and San Antonio as other cities listed in the nation’s 11 most populated cities without similar ordinances.
